One of the first stories Peter Wallsten broke at the Wall Street Journal was Rahm Emanuel’s “f%#king r%!*ards” crack, which earned him both a Sarah Palin Facebook post and one of the best Saturday Night Live sketches of all times (video above).
Today he picks up on the work Jon Walker has been doing on Prop 19, and the impact it is having on young voter turnout in California:
Surveys by the Democratic firm Public Policy Polling suggest California voters under 30 years old are more likely to vote this year than their counterparts in other states. People in that age group make up 11% of California voters likely to turn out in November—compared with 8% of the likely electorate or less in Illinois, Connecticut, New Hampshire and Michigan, all of which have competitive statewide elections. In the last midterms, in 2006, voters under 30 were 6.5% of the California electorate, according to data compiled for the non-partisan Field Poll.
Tom Jensen, polling director for PPP, said the results suggest the marijuana initiative is driving voter interest among those under 30. He said the interest may be boosting Democratic candidates, particularly Sen. Barbara Boxer (D., Calif.), who has built a lead over GOP challenger Carly Fiorina recently.
The trend was identified in recent days by Jon Walker, an analyst at the liberal blog Fire Dog Lake, which has been pushing for marijuana legalization. Mr. Walker wrote that “the evidence is strong” that Proposition 19, not California Democratic candidates, was mobilizing young voters.
Democratic pollster Andrew Myers found in a December 2009 survey in Colorado that 45% of Obama “surge voters”—people voting for the first time in 2008—said they would be more interested in turning out again if marijuana legalization were on the ballot. “If you are 18 to 29, it’s far and away the most compelling reason to go out and vote,” Mr. Myers said.
Blair Butterworth, a Democratic consultant in Washington state who works with legalization advocates, estimated a pot ballot measure could drive up youth turnout by two to four percentage points—enough to influence a tight race. “It’s not like a home run. But with elections being so close these days, it’s a big difference,” he said.
The PPP poll (PDF) found that people age 18-29 favor Democrats over Republicans on the generic ballot by a margin of 62% to 18%. It’s ironic that both Boxer and Brown will benefit from higher youth turnout for Prop 19, considering the fact that both have come out against the measure, and Diane Feinstein is demagoguing pot brownies as the co-chair of the No on 19 campaign.
But on November 3, if people on both sides of the aisle see that young voters will turn out for weed, the issue has the ability to seriously impact the 2012 political landscape. Former New Mexico Governor Gary Johnson has been barnstorming marijuana festivals across the country with an emphatic pro-legalization message, and most think he will announce his presidential candidacy for 2012 soon.
As Chris Good says in the Atlantic, this could pose problems for Barack Obama. Nine former DEA chiefs recently demanded that he oppose Prop 19 if it passes:
One can…envision a coalition of younger and marginalized voters being disappointed in Obama if Prop. 19 passes and he decides to sue. Call them the Shepard Fairey coalition. In 2008, Obama was cool among this crowd; if he attacks Prop. 19, a lot of that mojo will disappear. Being seen as a buzzkill never helped any politician among young and disaffected voters, much less Obama, who rode their support to victory.
Obama is already losing support among Hispanics over the failure to bring up immigration reform. He can’t lose the youth vote too.
Forget about the Tea Party — 2012 could be all about the Pot Party.

Latest Rasmunsen poll, October 3rd, showed Brown 5 points above Whitman. 49% to 44%. The increased interest in young people coming out to vote for Prop. 19 will help, per this post. Also, all of the drama about the way Whitman treated her “hired help” and trying to somehow pin blame on Brown is helping his numbers too.

IANAL, but I’m thinking there might be a hitch in that bake sale idea, or any buying and selling once/if Prop. 19 passes. The way the medical marijuana system works now does NOT involve “buying and selling” because that would involve the use of federal legal tender and pot is still illegal under fed law. They way the co-ops and dispensaries work is the patient/member gives a $$ “donation” and then receives a “gift” of the MM. The bonus to that system is many of the dispensaries have various free gifting offers to attract business. Yippee!
Even though Prop. 19 may legalize pot in California, the use of federal greenbacks in commercial transactions will probably compel the O administration to sue. Just thinking out loud here . . .

It’s interesting that this is working for progressives much the way opposing gay marriage did for conservatives a few years ago. It’s mobilizing a group of people who don’t typically come out to the polls.
I remember a time when a red neck cousin was visiting and we were passing one around. He asked why didn’t everyone just get their own? Also, as a musician, when we moved on to pipes and bongs I had good friends who taugh me all the correct etiquette, like lighting from the side so everyone got a fresh hit. Never saw that in any Miss Manners advice.
After the election if this theory holds true this the results would be interesting.

It won’t be too late. In fact for Prop 19 to work we need counties and municipalities to implement it – write up regulations for taxes and sales, etc. That will take some courageous politicians, likely Democratic party ones in CA, people like Tom Ammiano (he was on SF board of Supervisors, now in Assembly).
There’s another wrinkle in the California ballot that bears some attention: The race to succeed Jerry Brown for Attorney General. Steve Cooley, the Republican candidate has been absolutely horrible on medical cannabis in LA and has campaigned against it in his run for AG. There is no way he would obey the will of the voters on Prop 19 if it passes, and even if it doesn’t pass he’d make medical cannabis much more difficult for patients to get.
Bear this in mind as you phone bank – I’ve not read the script yet, but if this race isn’t mentioned it is worth looking into how to support Kamela Harris as part of the Prop 19 GoTV effort.

Despite the cowardly stand of those Democrats atop the California ticket this year — and Feinstein’s predictable attempt to search out anyone who might be having fun, anywhere — at least the California state Democratic party took a strong stand on Prop 19, sure to convert adherents to its brave view and result in down-ticket success for its nominees, and despite the party chairman’s view that Democratic enthusiasm and success this year is all about pot.
The state Democratic party executive committee voted NEUTRAL.

Pot never really improves the flavor but of course that’s not why people add it to their baking. Most common mistake is that people don’t compensate for the extra bulk by including more liquid so it turns out dry. Also, it probably wouldn’t hurt to add a little extra sugar to help overcome the taste of the weed.

It remains to be seen if youth turnout is the margin for Jerry and Barbara. I suspect that the polls of “likely voters” showing Jerry and Barbara winning are not projecting a heavy young voter turnout. IE Jerry and Barbara win regardless of Prop 19.
They may win big because of Prop 19.

Brown is up by 4.8%.
Add in higher young voter turnout – maybe add 3-4% to their totals.
The difference isn’t between winning and losing, but winning decisively and winning.
Absent Prop 19:
Boxer 51, Fiorina 46
Brown 50, Whitman 47
With Prop 19:
Boxer 54, Fiorina 44
Brown 53, Whitman 45
Those 3% are something that will be needed in the 2012 general election. We need to help make cannabis less scary to the 50+ year old voters in the meantime or politicians will be scared still. E The older demographic votes – the younger demographic can be motivated by this issue, but it doesn’t have the history of turning people out that drives candidates.
If Gary Johnson makes a run for the Republican nomination and gets taken out early by frightened 60+ year old voters in Iowa and New Hampshire it will be tough to get candidates to talk about re legalizing.

And youth voter turnout is notoriously hard to predict – my polls in my 1994 run had me with a chance of winning if young voters turned out above 35%, and there was some enthusiasm (legal marijuana, medicalization of other drugs was part of my campaign). In the end turnout among 18-25 year olds was about 12% – better than the previous mid term cycles of 8-10%, but not enough.

As usual the Wall Street Journal (WSJ) has their collective eye at the wrong end of their telescope and their view is further clouded by right-wing paranoia. California Republican candidates Meg Whitman and Carly Fiorina are losing because they stand for just more corporate greed, more financial deregulation and more tax cuts for the rich (for billionaire Whitman and multi-millionaire Fiorina). Besides Democrats Jerry Brown and Barbara Boxer are competent, clear-thinking progressives in both words and actions.
Time to end our stupid evil wars on pot smokers and other drug users.

That would return to a simple majority to pass the budget and raise revenue. As it is with a super majority vote required to pass the budget and raise revenue, a handful of Repubs block all sane approaches to saving California. Sacramento is broken and a simple majority will go a long way to fixing rather just cut cut cut.
For example, Texas and Alaska both have an oil depletion allowance. That is when the big oil companies suck up our oil, they pay the State a fee. No such thing in California! Repubs block it every time, even though they are in the minority. It’s ridiculous.
