John Hickenlooper has 30 days once the vote is certified to declare the amendment part of the state constitution. Hickenlooper doesn't get veto power over the voter-approved amendment, which means marijuana legalization will be in the state constitution by Jan. 5." I think the amendment gives the state another year to get the regulations up for growing, selling, taxing etc., but come Jan 5 it'll be legal for 21 y.o.'s to light up (but not in public), grow up to 6 plants (3 budding), and possess up to 1z. I envy WA for getting to some of those points first. OK, election results are to be certified today, and “Gov.
